At the center of the story is Cardillo — an embittered ex-police detective who has been demoted to a regular patrolman. One day, when a major hurricane is approaching the city, Cardillo and his new partner peña are assigned to evacuate a multi-story building. While the police are trying to find a way to convince residents to leave the apartment complex, the electricity is suddenly cut off, and the exit from the building is blocked. As the storm gathers momentum and communication with the police Department stops working, a group of armed men appears in the building, pursuing their own goals
